TICAD 2025_TOKYO INTERNATIONAL CONFERENCE ON AFRICAN DEVELOPMENT

Japan will host the Tokyo International Conference on African Development (TICAD) in August 2025, which will be an important turning point in Japan-Africa relations. TICAD was founded in 1993 and has since become a premier venue for African-Japanese dialogue, collaboration, and partnerships.

What is TICAD?

TICAD was founded in 1993 by the Japanese government, co-hosted by United Nations, United Nations Development Programme (UNDP), World Bank and African Union Commission (AUC). It aims to promote Africa’s development, peace and security, through the strengthening of relations in multilateral cooperation and partnership.

The last TICAD (the 8^th) was held in Tunisia in 2022, and the 9^th TICAD will be held in Yokohama on the 20^th to 22^nd of August 2025.

The launch of TICAD was catalytic for refocusing international attention on Africa’s development needs. During nearly 30 years, TICAD has evolved into a major global and open and multilateral forum for mobilizing and sustaining international support for Africa’s development under the principles of African "ownership" and international "partnership.” It reflects the belief that sustainable development can only happen with the full participation of a range of partners, including governments, regional and international organization, non-governmental organizations, the private sector, and civil society.

Outcomes from the 8th TICAD (August 2022) – Tunis Declaration

The Tunis Declaration emphasized several key points:

1. Sustainable Economic Growth and Social Development: The declaration highlighted the importance of structural transformation and emphasized the role of private sector partnerships and innovation in achieving these goals.
2. Human Security and Resilience: There was a strong focus on building resilient and sustainable societies to achieve human security and SDGs. This included efforts in health, education, and environmental sustainability.
3. Sustainable Peace and Stability: The declaration reaffirmed the commitment to maintaining international peace and stability, respecting international law, and supporting African-led efforts for peace and democratic principles.
4. International Cooperation: The importance of international cooperation and partnerships was underscored, with a focus on transparent and inclusive multilateralism.

The declaration also noted the potential of Africa as a driving force for global growth and the importance of "investment in people" to enhance this potential.

TICAD 8: UNDP-Africa-Japan Impact Report

This report provides an overview and highlights some of the key outcomes of UNDP-Japan funded projects between 2019- 2021. It covers five thematic areas: implementing an inclusive and multisectoral response to COVID-19 and addressing its socio-economic impact; building a resilient and inclusive society; fostering peace and stability; supporting peacekeeping operations; and promoting free and democratic elections and institution building. Japan-funded projects mostly target conflict mitigation.

TICAD概要

TICADは1993年に日本政府が設立し、国連、国連開発計画（UNDP）、世界銀行、アフリカ連合委員会（AUC）と共催している。その目的は、多国間協力とパートナーシップの強化による、アフリカの開発、平和、安全保障の促進である。

前回（TICAD 8）は2022年にチュニジアで開催され、第9回は2025年8月20日から22日に横浜で開催予定だ。

TICAD立ち上げは、アフリカの開発ニーズに国際的関心を向け直すきっかけとなった。アフリカの「オーナーシップ」と国際的「パートナーシップ」の原則の下、約30年間で、TICADはアフリカ開発への国際的支援を動員・維持するための、グローバルで開かれた多国間フォーラムの要へと発展してきた。TICADは、持続可能な開発は、政府、地域機関、国際機関、非政府組織、民間セクター、市民社会など、さまざまなパートナーの全面的な参加があって初めて実現するという信念を反映している。

第8回TICAD（2022年8月）の成果：チュニス宣言

チュニス宣言では、特に以下の事項に焦点が当てられた：

1.       持続可能な経済成長と社会開発： 宣言では、これらの目標達成において、構造転換の重要性と民間部門のパートナーシップとイノベーションの役割が強調された。

2.       人間の安全保障とレジリエンス：人間の安全保障とSDGs達成のため、強靭で持続可能な社会の構築に焦点が当てられた。これには、保健、教育、環境の持続可能性への取り組みが含まれる。

3.       持続可能な平和と安定：国際的な平和と安定の維持、国際法の遵守、平和と民主主義のためのアフリカ主導の取り組みへの支援が再確認された。

4.       国際協力：透明で包摂的な多国間主義に焦点を当て、国際協力とパートナーシップの重要性が強調された。

同宣言はまた、世界の成長の原動力としてのアフリカの潜在力と、この潜在力を高めるための「人への投資」の重要性を指摘した。

TICAD 8：UNDP-アフリカ-日本インパクトレポート

同報告書は、2019年から2021年にかけてUNDPと日本が資金提供したプロジェクトの概要と主な成果の一部を紹介し、１）COVID-19に対する包摂的かつ多部門的な対応とその社会経済的影響、２）強靭で包摂的な社会の構築、３）平和と安定の促進、４）平和維持活動の支援、５）自由で民主的な選挙と制度構築の促進という、5つのテーマを網羅している。日本が資金提供するプロジェクトの多くは、紛争緩和を対象としている。
