ACEA PROMOTES KEI-LIKE MICRO EV'S
ACEA’s statement and media feedback
On the December 1st, Luca de Meo, ACEA President and CEO of Renault Group unveiled ACEA’s Manifesto for the EU’s next five-year term and called for creating special regulations to promote micro urban EVs, like Japanese Kei cars.
According to his statement, it is “a smart and winning game” to introduce Kei-like micro EVs in Europe, for “global competitiveness, jobs in Europe, the green transition, and freedom of mobility for all.“ Europe needs to adopt a less fluctuating framework to keep the European automakers to stay in the game. He argues that consumers can enjoy a 40% reduction in car prices by 2027-2028, if the EU simplifies the rules.
He mentioned Japan’s Kei-specific regulatory measures, such as lower VAT and highway tolls compared to ordinary personal cars, easier access to city-centres, and exemption from parking-spot requirement (shako shomei). Such financial incentives and legal supports should promote micro EVs for Europe.

昨年12月1日、ACEA会長兼ルノーグループCEOのルカ・デメオは、EUの次期5年に向けたACEAのマニフェストを発表し、日本の軽自動車のような都市型超小型EVを推進するための特別措置を設けるよう呼びかけた。
同声明では、軽自動車のような超小型EVの導入は「欧州の国際競争力、雇用創出、グリーン化、万人のためのモビリティの自由」を実現する「スマートな勝ちゲーム 」だとし、欧州自動車メーカーがそのゲームを続けるには、安定した枠組みが必要だと訴えた。またルカ・デメオは、EUが今の規制を簡素化すれば、2027-2028年までに自動車価格を40％引き下げることができると主張している。
加えて、付加価値税や高速道路料金、都心へのアクセス、車庫証明などにおける、日本の軽自動車に対する様々な優遇措置を挙げ、このような財政的・法的支援が、欧州向け超小型EVの普及を促すはずだと訴えた。
The Manifesto is designed to persuade law makers to soften some of the strict EU regulations the automotive industry is facing until 2030. These regulations require the industry an incredible amount of time, energy, and money to meet the demands. De Meo says that 20% of Renault engineers are “almost entirely” dedicated to making products complied with the standards, encompassing everything from safety, pollution levels, visibility and to infotainment systems.
ACEA forecasts that the EU new car sales will rise by only 2.5% in 2024, a slowdown compared to a 12% increase in 2023, although the share of BEVs would rise from 14-14.5% this year to about 20% in 2024. Introducing affordable EVs would help boost further the EV market share. Luca de Melo: "We are trying to apply electric powertrains to more mainstream and core markets and introduce related products."
European carmakers have stepped up efforts to bring more affordable electric vehicles to market as they face increased competition from Tesla and cheaper Chinese models. The average retail price of an EV in Europe in the first half of 2023 was over €65,000, compared to just over €31,000 in China.

欧州自動車メーカーは、テスラや安価な中国モデルとの競争激化に直面するなか、より手頃な価格のEVの市場投入を目指している。因みに2023年上半期のEVの平均小売価格は、中国の31,000ユーロ強(約490万円)に対し、欧州では65,000ユーロ(約1千万円)以上となっている。

MEDIA FEEDBACK TO THE STATEMENT
Generally, the media simply reported the ACEA statement without own comments and explained key factors of Japanese Kei cars. There have been, however, discussions on Kei-like micro cars and their potential for Europe (or the USA).
This May, de Meo revealed Renault’s strategic plan and its development of an entry-level BEV at the Financial Times’ Future of the Car summit in London. It activated the media analyses and opinions on such models again, for the idea of introducing Kei-like micro BEVs in Europe became realistic.

Executive Summary
The demand for affordable urban micro EVs is growing, and ACEA aims to ease the introduction of such EVs by creating special EU regulations, like Japan does for its Kei cars. This political statement of ACEA is to promote European competitiveness, especially against Tesla and Chinese makers, as well as the green society and the mobility for all.
The media in general appreciate the idea of low-priced, basic urban EVs for everyone, even if the safety issue remains. The German media and customers are rather skeptical about the much-compromised level of performance, safety, and comfort of such micro EVs.

Inspired by Japanese Kei cars, the ACEA President and Renault CEO has called for introducing special regulations for micro urban EVs, such as financial incentives and legal exemptions, especially to promote affordable EVs for everyone, as well as European competitiveness against Tesla and Chinese makers.
There were no special media comments to this statement, but the idea of Kei-like affordable micro EVs for Europe has been mostly appreciated.

欧州大都市における排ガス規制区域の拡大に伴い、手頃価格の都市型マイクロEVへの需要が高まっている。ACEAも日本の軽自動車を手本に、この種のEVへの特別措置の導入を呼びかけた。これにより欧州競争力の強化、グリーンな社会と「万人のためのモビリティ」の促進を目指す。車両安全性に懸念を示すものの、メディアの多数派は低価格な都市型EVの大衆化に賛同している。しかしドイツの一部メディアやユーザーは、超小型EVの性能、安全性、快適性レベルに懐疑的であり、そのマイナス面を補い大衆化するには、さらなる価格低下が必要だとしている。
