MOBILITY IS THE CORE OF "ACTIVE AGING"
The accessibility and availability of elderly-friendly transport is crucial for older adults to live independently and avoid social isolation, depression, and loneliness that often impact the wellbeing of older adults.
The EU intends to regulate the driving license for those who 70 years old and more (see below). But in the rural areas, alternative mobility systems scarcely exist, if one cannot drive a car anymore.
The Commission to limit the license validity to the elderly
To reduce serious traffic accidents, the European Commission has proposed several updates to the EU’s driving licence directive. Among others, the Commission wants to oblige Member States to limit the validity of licences of drivers aged 70 and over to five years or less. In this way, periodical medical tests and refresher courses would be introduced.
However, the proposal received substantial criticism from the Member States, such as Germany and Austria, who see it as an unnecessary burden for elderly citizens. Or the countries that already have obligatory medical checks, do not want to lower their standards.
To counter the fundamental mobility issues for the elderly, many local communities, private initiatives, transport industries and start-ups have been offering or developing alternative mobility concepts. In this 5-report series, we want to show how the elderly-friendly mobility looks like, as well as some initiatives from Europe, North America, and Japan.
アクティブ・エイジングの要はモビリティ
うつ病など、心身の健康に大きく影響する社会的孤立や孤独を避け、高齢者が自立した生活を続けるために、モビリティは極めて重要だ。高齢者に優しく、かつ容易にアクセス可能な交通手段の創出が望まれる。EUは70歳以上の運転免許を規制する方針だが（下記）、地方では車以外の移動手段がほとんど無いのが現状だ。
欧州委員会、高齢者の運転免許制限を検討
深刻な交通事故を削減するため、欧州委員会はEU運転免許指令を改正する方針だ。改正案の中には、70歳以上のドライバーの運転免許証の有効期限を最長5年とする施策が含まれている。これにより、定期的な健康診断と再教育コースの受講がEU全加盟国に導入されることになる。
しかしドイツやオーストリアなどは、同案が不必要に高齢者の負担になると批判している。また、既に高齢者ドライバーの健康診断を義務付けている国々は、同改正案による自国の制限基準の低下を懸念している。
車に乗れない高齢者の自立をサポートするため、多くの自治体、民間団体、交通業界や新興企業などが、代替モビリティのサービス提供やコンセプトの開発に取り組んでいる。
今回から5回にわたり、高齢者に優しいモビリティとはどのようなものか、どのような取組みが可能なのかを、欧州、北米、そして日本の例から考えていきたい。
